Particular qualifications to be a Regional Councillor:
I have been working on conservation for 19 years as a representative of the governmental and non-governmental organizations at national and international levels. My career involves various positions, including chairing the membership-based non-governmental organizations and currently leading the Biodiversity and Forestry Department in the Ministry of Environmental Protection and Agriculture of Georgia. The department I am leading is responsible for policy-making on all biodiversity-related issues, as well as implementation of the international agreements and participation in the global policy-making. Extensive experience, including working with the IUCN member organizations, has formed my view of the Union and its strategic directions. At the same time, I have gained worldwide contacts that I can use for expanding the IUCN network in the region, especially through membership of the governmental organizations within the region. My position as a representative of my government allows me to promote reforms within the region and strengthen use of IUCN knowledge and its political role. Strengthening of the IUCN and its Commissions within the region is extremely important. However, this is a two-way process. The countries should be equipped with the capacity allowing them to contribute to the IUCN development. At the same time, the IUCN should support the governments and non-governmental organizations through providing assistance and best practice.

Experience in fields of concern to IUCN:

As a head of the Biodiversity and Forestry department, I am responsible for policy-making at the national level, involving various fields of IUCN concern. Currently, my department is working on various issues, including conservation of species and habitats, development and management of the Red List, biodiversity monitoring, protected areas, forests, hunting, fisheries, etc. The IUCN principles is an essential guidance for our work. It should also be noted that our protected areas system in Georgia, as well as the Red List is developed based on the IUCN principles. However, we have also been working on development of the Emerald Network, UNESCO and Ramsar sites. It is clear that IUCN has a special role and authority in the region. My goal is to further expand and strengthen representativeness of IUCN in the region. The department I am leading is also responsible for development and implementation of the National Biodiversity Strategy and Action Plan (NBSAP) and law making. In order to ensure conservation of the species and habitats, sustainable use of wildlife, as well as fulfil international obligations, we have developed two draft laws: the Forest Code and the Biodiversity Law. These draft laws are considered to be transformational once adopted. Finally, one of the most important issues I would like to highlight is resource mobilization. As a person responsible for budgeting, I would like to support the countries within the region in the resource mobilization.
