Motions

Motions are the mechanism by which IUCN Members influence third parties and guide the policy and Programme of IUCN. As the only international conservation forum that brings governments, civil society and indigenous peoples’ organisations to the same table, the IUCN Members’ Assembly carries a powerful mandate. Members vote to approve motions, and once adopted, they become Resolutions and Recommendations, and therefore the body of IUCN’s general policy.

New and urgent motions

Members may submit motions at the Congress with the co-sponsorship of at least 10 other Members from at least two Regions, so long as they are both “new” and “urgent”. 

Following amendments to the Statutes in 2019, motions meeting these criteria “shall be submitted from one week prior to the opening of the Congress until the end of the plenary sittings on the first day of the Members' Assembly." This means that submission of new and urgent motions for the Marseille Congress will be possible from 27 August until 4 September 2021 (at 8:45 a.m. CET). Note that new and urgent motions submitted prior to 27 August 2021 will not be considered. 

Members are encouraged to submit their new and urgent motions as soon as possible on or after 27 August 2021 so as to ensure sufficient time for their technical review and consideration by the Resolutions Committee. Contact groups 

The schedule of contact groups to discuss motions is available as part of the Official Programme. It will continue to be updated as additional contact groups are scheduled during the Congress.

Virtual contact groups will take place on the Zoom platform. Additional information is available in this short guidance note.

Results of the electronic vote

Between 7 and 21 October 2020, IUCN Members voted electronically on 109 motions, including 15 with amendments. The results are available below.

Members also voted that, as an exception to Rule 62septimo of the Rules of Procedure, the motions adopted by this electronic vote become effective immediately, as Resolutions and Recommendations, rather than later on at the Members’ Assembly.

Further discussion of governance motions

Having reviewed the results of the online discussion, which concluded on 3 December 2020, the Council decided to refer all nine governance motions to the Members’ Assembly in Marseille for further discussion and vote.

VIEW GOVERNANCE MOTIONS

Submission of motions. Between 7 May and 28 August 2019, IUCN Members and Council submitted over 200 motions on a variety of critical issues for conservation and sustainability. All submitted motions underwent a technical review to assess their scientific and technical content.

Accepted motions. In October 2019, the Motions Working Group reviewed the admissibility of all submitted motions against the IUCN Statutes and Rules of Procedure of the World Conservation Congress, and accepted 120 motions to be debated. The Motions Working Group published an update after its first meeting. In early December the Congress Preparatory Committee, acting as appeals body, reinstated for debate eight motions which had not been accepted.

 

Online discussion. Between December 2019 and March 2020, Members took part in an online discussion of motions. During this time, Members could support motions, express concerns, debate their pros and cons, and suggest edits to the text to reach a consensus. Commissions, National and Regional Committees, and Secretariat could also participate providing technical and scientific advice.

Electronic vote. After the online discussion,  the Motions Working Group selected the motions to be voted on electronically from 7  to 21 October 2020, and which to send for further debate and vote on the floor of the Members’ Assembly.

2ND MOTIONS WORKING GROUP UPDATE

Members’ Assembly. Motions that did not reach a consensus text during the online discussion or that are so controversial that they need further discussion, will be considered in virtual contact groups from 4-10 September, before their vote on the floor, during the Members’ Assembly in Marseille.

Contact Groups shall be organized virtually to allow Members off-site to participate in the discussion of content of motions. The Resolutions Committee will decide in each case whether motions that, after a first reading, prove hard to negotiate in virtual meetings in order to achieve a consensus text, should be discussed in drafting groups meeting in person onsite (Rule 56). More information on the organization of the contact groups will follow soon.

All motions adopted by electronic ballot or by vote on the floor become IUCN’s general policy and take the form of Resolutions and Recommendations.
